The categories of membership are agency members and individual members. Honorary membership may be conferred on those persons chosen for outstanding service in their field.

Memebrship dues will be determined annuallly. Any employee of a member agency  and individual members may attend and participate in general meetings. All members are encouraged to participate in one committee per year.

Each member agency shall have one vote. Individual and honorary members may not vote.
